Places for People responds to the Chancellor's 2025 Autumn Budget

Responding to the Chancellor’s 2025 Autumn Budget, Places for People’s Group CEO Greg Reed said: 

“The Chancellor faced tough choices and while today’s Budget placed greater emphasis on financial sustainability than housing, it’s important to recognise that this Government values our sector’s role in driving growth – and that 2025 has been a hugely positive year for housing providers.   

“We eagerly await the outcome of the rent convergence consultation – something on which I’ve enjoyed constructive dialogue with the Secretary of State, Ministers, and MPs throughout the autumn. Certainty is vital for confident investment in new and existing homes, ensuring customers have decent, safe, and well-maintained homes for the rent they pay. 

“For us, convergence at £3 a week could unlock 10% more new homes over the next decade, including thousands through the Social and Affordable Homes Programme. We look forward to an update in early January to embed whatever is announced into our business planning. 

“We welcome the measures to boost apprenticeship funding – essential for meeting housing targets alongside rent convergence and long-term grant certainty. Our new skills movement, PfP Thrive, is tackling gaps head-on, partnering with over 50 organisations to deliver accredited qualifications and futureproof the construction workforce. 

“We know significant challenges remain. Details on the long-term housing and homelessness strategy to prevent the loss of 50,000 supported homes at risk of closure and address the 390,000-home shortfall for vulnerable people are critical. Reliance on temporary accommodation – where 170,000 children lack a permanent home – wastes resources, undermines homelessness efforts, and blocks progress on permanent housing and innovative solutions like modular builds or repurposing vacant properties.   

“While we acknowledge the progress made this year, now is the time for additional strategic investment and creative partnerships to drive progress. At PfP, we will keep working with Government and partners to explore alternative solutions that help us build more homes, create thriving Communities, and shape a fairer future for all.”
